The project baseline is the initial plan for implementation of the strategic project i.e. project for implementing the strategic solution. Such a plan details out the time line for the project, budget for the project, resource plan for the project and several other plans such as quality plan, risk plan, communications plan etc. The baseline serves as the benchmark for measuring the performance of the project. The fundamental idea is to execute the project according to the plan i.e. baseline. Hence, actual project performance data needs to be collected and compared to the planned set of actions as specified in the baseline. Deviations and variations from the baseline are to be carefully identified, analysed and resolved by taking corrective actions.
