This subprocess group involves recognizing key stakeholders and identifying the needs and expectations of these key stakeholders. In framing ISO 26000 program it is vital to ensure the participation of both internal and external stakeholders. Internal stakeholders refer to the organizational employees and management whereas external stakeholders refer to stakeholders outside of the organization i.e. partners, suppliers, customers, non-governmental institutes, government bodies and agencies and the community at large. Needs and expectations of these key stakeholders are identified and understood through the process of dialog and communication.

Through stakeholder engagement organizations can identify what really matters to the immediate local community and start addressing it. Stakeholder engagement ensure that the social responsibility program of the company is relevant. It helps validate and build commitment towards the social responsibility program.
